Heathrow submits new scheme for a third runway

Heathrow Airport submitted their scheme today and while the updated scheme contains new proposals intended to deal with environmental issues, such as a congestion charge to deal with air pollution, and a large compensation package to deal with noise, many of the issues we raised when the last proposal was submitted are still valid.
